Stir the flour, raisins, chopped walnuts, thinly sliced almonds, the grated orange rind, the toasted and chopped anise and the grated nutmeg in a pot, then add the sapa. Roll and cut the mixture into small cone or diamond shapes. Bake them in a moderate oven for about 10 minutes. Remove from oven, brush them with sapa and decorate them with traggera, which are very small multi-coloured sugar-coated almonds.
